It neutralizes the "bad stuff". However, it will work as a sealer. Essentially it evaporates and leaves no film or "seal" of any kind. I find the current crop of polyurethane products work best for most projects (especially DYI projects) as it is easy to apply (try the "wipe-on" variety for excellent results. It often takes multiple coats of this varnish type product to achieve optimum results. Sand with 220 grit or higher or use Libreon's "0000" steel wool between coats - followed by using a tack cloth to remove all residue. Only apply the sealer in a dust free room and allow at least 8 hours (24 is best) drying time between coats. However, you will also need to etch the surface of the old paint and metal if the new paint/primer is adhere well to the old surface.
