Taylor's smooth rolling wheels are available in 9, 12, and 18 inch diameters. Heavy duty hot-dipped galvanized hardware mounts securely to the dock. 12" and 18" wheels use a large 2" diameter axle housing for maximum strength.

I think they would work. They would be placed on the botton of the wood dock. However, if the bottom of the wood dock is in the water, I don't think it would work.
2012-06-27MITCH COGGINS: Have no experience mounting upside down. From looking at the design I would think they could be. Biggest issue might be placement of angle iron bracket upside down. However, that would also really position the wheel much lower than normal.
