Can I use this to fill-in some lightly rotted 1/2" plywood on a wooded boat... side walls that were painted but not sealed well? Surface is on the inside side walls of the boat. I plan to also coat the surface with epoxy bilge paint after filling and sanding . mark

Technically yes, but one thing we have seen is Bondo has cheap fillers and will shrink or change a little over time, and does not always flex the same. For a small and/or shallow repair you may be okay, but for larger scale repairs, we would recommend going with an epoxy, or a higher grade poly or vinyl ester product.

Can I apply bondo on fiberglass cloth when the cloth is applyed to bare metal with out other resins?

You cannot use the Bondo as a bonding agent. If the cloth is bonded to the metal with resin you can go over it with the filler.
