will the wood to be repaired need to be dried out or can it have a high moisture %

Definitely need to dry out the wood. Keep a fan on it for an extended period followed by a blow dryer with heat.

i am not filling holes in pvc pipes. filling nails holes in pvc wood (azek). mostly nail holes. some material doesn't stick to pvc. will this? i have good luck with mas expoy and azek

If Mas sticks this should work fine. You could also thicken the Mas epoxy with micro balloons to fill the holes.
