If my boat has medium to heavy oxidation, do it need to wet sand it first with 800, 1000 or 2000 paper? Or will the total buff compound and variable speed buffer be enough?

Here's the rub: You want to use the least aggressive method to remove the oxidation. It's likely the Total Buff will work but the only way to know for sure is to try a spot. If the Total Buff doesn't take off the oxidation, work your test spot with 2000 grit and work your way lower until you get to a grit that removes the oxidation. Then sand the whole hull with that grit. Now try a spot with the Total Buff again to see if it buffs out the sanding. If it doesn't sand again with finer grits until you get to a finish that is buffable. Make sure you thoroughly dewax the hull with TotalBoat Dewaxer and surface prep before buffing and sanding.
