Can this product can be used under the waterline for fresh water use? My boat was previously at the coast and has anti fouling left over paint. If your product can be used at the bottom for fresh water use what preparation do you suggest? Thanks

No, two part and one part urethane paints will fail if submerged continuously for more than a couple of days. Look at Interlux Performance Epoxy, VC17, or Pettit Vivid for hard bottom paints that are suitable for fresh water boats.
