These deck screws have a bugle head. A bugle head has a comparatively small head diameter to the width of screw shank. Combined with a curved radius undercut (like the shape of a bugle), the bugle head eliminates the need to countersink.

For 3 1/3" length we only have that in a #10, not a #8.

That would be 13/64 drill bit. In a taper point it's FUL-20100203 for a #10 screw.

Yes. They may tarnish, and turn a slight brown in the harshest elements, but are by far stronger than your 3-16 in my opinion. You can accidentally run them clean through your material, if you are not careful. Whereas the 3-16 will snap off.

I'm about to install an Ipe deck (1x3 plank) onto a pressure treated frame. I plan on countersinking screws, but am worried about the life of the fastener... what would be the best fastener for this project?
The SS deck screws will do fine. They will last a long time. No need to countersink, they will do that themselves if you snug them up to the wood. They will go deeper if you allow them to.
18-8 Stainless Steel is a marine grade stainless and in my opinion a great choice. I guess you could go with a 316-grade stainless which is a better grade of metal but you will pay for it and I would think not necessary. These Auger Point Deck Screws are nice. They look great and stay looking great in exterior applications. I used them on my deck a couple of years ago.And I would not hesitate to use them again.
I have used 18-8 deck screws with PT structures for some time with good results. I can not attest to total lifetime as it depends on many variables, including environment. However my experience to date has been positive in a damp seaside environment.
18-8 Auger Point Deck Screws
I use these when building outdoor furniture made from red cedar and pressure treated pine. They work great and hold up very well, even in saltwater environments. they never stain the red cedar, which typically stains using non-stainless hardware and fasteners. I always drill pilot holes in my work to avoid splitting the wood, however these are self drilling and in some cases can be used without drilling a pilot hole. Since they are stainless steel and not as tough as standard fasteners, be mindful the heads can fracture off when installing in harder woods. Just use common sense and you'll be fine. I've been purchasing these for years and never had any issues. I will continue to buy these for years to come!
The right screw for coastal environments
Facing the ocean our home takes a beating from the rain sand and wind not to mention salt air. Anything metal corrodes quickly, iron rusts if not constantly repainted. Building a fence you would see the galvanized nails corrode just as any other metal except stainless steel. These SS screws take the beating from the coastal elements and do not corrode. High quality and well engineered I recommend these for anyone building a deck or fence in a coastal environment.
