Not sure, call local extinguisher re-filler, you may have to take it in to see. If they can, it's cheaper than a new one.

The retention brackets are plastic. They are reasonably secure.
What length boats and barges in texas require a fire extinguisher?
You should contact you local US Coast Guard office, they will be able to help you with that.
What is the height of this particular one?
Because my boat is in winter storage, I can only offer a guess and say that the height is 15 inches.
