can aqua-one be applied over oil based micron
Yes you can paint right over Micron. Lightly sand and apply. Oil vs. water based antifouling does not create compatibility issues. Once the water or solvents have evaporated, and the paint has cured, they do not have incompatibility issues like household paints do.
