Yes, hack saw is probably the most common way to cut it.

It can be cut easily with a utility knife heavy duty scissors.

Yes, the high temp (blue) silicone exhaust hose can be cut with either a hacksaw, medium toothed jig or saw all or even a sharp utility as there is not metal reinforcement wire.
